Good land governance is essential for achieving numerous development objectives, including the Sustainable Development Goals (SDGs), and can make a positive contribution to the Netherlands three main policy priorities for Development Aid: Security and Stability, Trade and Economy, and Migration. It ensures secure and equitable access to land, which is crucial for food security, agricultural productivity, and sustainable economic development. Effective land governance also strengthens the rule of law, contributes to trust between people and authorities (social contract), reduces conflicts and thus contributes to stability, and addresses climate vulnerabilities through participatory land-use planning. Secure land tenure, especially for indigenous peoples and women, can reduce deforestation and empower communities. Clarifying land (use) rights and improving land governance legislation and regulations create an enabling environment that is important for a conducive business climate. LAS focusses on the upscaling of successful pilot projects, or innovative interventions with upscaling potential, and invests in increased knowledge and learning. Dutch embassies in the focus countries and combi-countries of the Dutch Foreign Trade and Development Aid policy (roughly Sahel, Horn of Africa and MENA) are invited to submit leads for land governance interventions. Following the review in 2025 of the JAC and further discussions in the Board meeting (Warsaw, June 2025) as well as the High Level Meeting (Madrid, November 2025) the secretariat has developed a leaner approach more adapted to the new global realities. The programme aligns with the new Dutch policy note as it connects the promotion of people centered justice in light of the security and stability interest. When people can solve daily disputes and grievances in a timely and people friendly way, this contributes to the early de-escalation of tensions and potential conflict, improves predictability of justice solutions and thus contributes to a stable environment and trust in institutions (social contract). The programme will continue to invest in the Justice Action Coalition by providing thought leadership, strengthening the global movement on justice, and convening key actors at global, regional and national levels on people-centered justice. The Netherlands has been spearheading the PCJ movement - in particular via the Justice Action Coalition. Under the current programme the Netherlands takes a step back, but by continuing our financial support NL can through PFI contribute to the consolidation of the global movement of people centered justice and its regional alliances. This investment should lead to further ownership and independence of the movement. Proven models by the JAC will be further implemented and linkages with national governments will be strengthened. The Netherlands foresees a less prominent role in the JAC in the future and thus anticipates this will be the last phase with (substantial) financial support for the JAC. PFI is uniquely placed in the NYU to be a spill between governments, multilateral organisations, (private) donors and (CSO) expert partners. The continuation of this partnership is based on the track record of PFI in the JAC and also because the JAC has been co-created by the Netherlands. The Program aims to increase the capabilities of these four law enforcement and emergency services, the program to offer quality mental and psychosocial support as part of the duty of care for NPU-staff, and to increase the accessibility of such care. This will strengthen the resilience of NPU, NGU, SBGS and SESU, will help retain more staff notwithstanding the high mental load of their work and reduce a.o. domestic violence in families of staff, and it will contribute to a rights-based performance by these services. Ces enjeux demeurent pertinents et il s'agira de mettre à échelle et consolider les acquis. Une stratégie de plus-value, durabilité et des résultats additionnels devront être au coeur de l'action. La couverture zonale porte sur 52 communes y compris celles couvertes par l’Inter collectivité du Sourou (ICS) du bassin du Sourou. Le projet bénéficiera directement à 43 500 ménages soit 304 500 personnes dont 49% de femmes. Les acteurs /bénéficiaires directs sont 53 collectivités 190 coopératives et entreprises semencières, 32 commissions foncières communales 382 com. foncières villageoises, 9 Comités locaux de l’Eau (CLE), 34 Cadres communaux de coordination et de suivi des actions en matière de gestion des ressources intégrée en eau (CSA GIRE), 37 Groupes d’Apprentissage et de Concertation pour la prévention et la gestion des conflits(GAC), Comités villageois de gestion, gestionnaires coutumiers. Key activities include restoring 700+ ha of degraded landscapes, promoting water-smart agriculture to 600 farmers, enhancing irrigation efficiency, and strengthening institutions and regulatory frameworks. These efforts aim to reduce water scarcity, soil degradation, and flood risks while improving biodiversity and climate resilience. By building institutional capacity and introducing new technologies, Namaa enhances food security, farmer incomes, and rural stability, benefiting over 180,000 people in the JV. The project is based on a direct request from the Jordan Valley Authority to support their mandate in water resource management and subsurface drainage. The Ministry of Water and Irrigation has committed to a EUR 100,000 cost-share for the acquisition of drainage machinery and equipment. In addition, Advance Consulting will contribute EUR 204,599 for co-financing staff working on the project from the Netherlands.
